Sigh.
It occurs to me that the current political struggle is less of a fight over policy than a clash between two very different visions of America. Authoritarian vs. libertarian. The authoritarians developed their shtick during and just after the Cold War, when America was the Land of the Free by default, and where regulating the behavior of Americans was thought to be a necessary evil. The libertarians (who, I should make absolutely clear, include most liberals and do NOT include most conservatives) come from an older tradition - the tradition that made America the Land of the Free in the first place.
